The trick with Grey Wagtail is to get ahead of them as they twinkle up the side of the lakes and wait for them to come to you. Hoping all the while they will stand still long enough to minimise blurring!

Grey interlude
Eye-light–trying to get that for some birds is a really struggle: pipits and especially wagtails can look strangely spooky if that little twinkle is missing, and what would be a good picture falls flat–that and the bastards are always moving too quickly.
The trick with Grey Wagtail is to get ahead of them as they twinkle up the side of the lakes and wait for them to come to you. Hoping all the while they will stand still long enough to minimise blurring!
